C# method to paint on-screen rectangle

My target platform is C# 2.0 and .NET 2.0.

I need a simple method like shown below:

public static void DrawRectangle(Rectangle rect, int thickness, Color color);

When called, this method will draw an onscreen rectangle at the coordinates provided with the thickess provided and in the color priovided.

This would be easy, but the solution **_cannot use a System.Window.Form._** If it could, the natural way to do this would be to draw the rectangle on the form and set the form's transparency so that the only thing showing would be the rectangle. This requirement exists because my application must run remotely via Webex which does not support the transparency.

Use of Win API is fine.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
