hello Anything encrypted can be decrypted using same algorithm that is used to encrypt. It could be a customized algorithm or standard algorithms provided with language like c#. In case your files are encrypted using standard algos provided with c# all it would need a simple application that would read xml files and decrypt it. In case a customized algo is used it would require same algo which can be found in the application that is using it from source code of the application or decompiled application.
