change and adjust CAD file from metric to imperial

The attached autocad drawing is currently in metric system. I need it scaled and units be set in imperial system. Line widths have to be preserved as close as possible as original. Also very important, paper space windows have to be scaled as well (currently set for A-1 size prints,.. please scale to a similar imperial format preserving line widths as close as possible).
