Just to be clear up front, your expected budget of $10 is too low to get anything like a good or professional result. We specialise in noise reduction and will take on the work (after I've heard the source file to confirm it's even possible to improve it) for you - but our fee is $50. With tight deadline for airing schedule. We used Timecode to spot foley effects, library, Sampler for exact timing on film. So effects & MUSIC will be on accurate timing.
