application developer require-Mobile Phone Shut Down app

I need a app design fo my company that will shutdown a mobile phone or tablet when it is reported stolen. If you can design such a app for my company called Mobile PC Tablets LLC; please submit your cost and name of operating system (Android, Apple, Windows 8, Blackberry) that you can desgn this shutdown feature. Please be advised that I have some questions and concerns when selecting the right contractor for this project. I¿m not a computer program wizard but I do have some basic knowledge in the field of business development and basic computers. Please answer the following questions as it relates to the total design of the app needed for Android, Apple, Wndows 8, and Blackberry etc. If your expertise is only for one (1) operating system, please still answer the questions. The listed questions were gathered from the various contactors that are seeking this contact and I need to make sure that who ever I select or pick for this job that they can answer the listed questions: 1. Because Apple is a secure OS, will they give permission to do a shutdown app feature? 2. (Android, or Windows, or BB) Will you still be able to make one web based access where the user can enter username & password which will be used on the device to shut down the device via the usage search on Google map using GPS? 3. Will the app need root privileges and will the mobile phone or mobile tablet need to be rooted. 4. Will your app design include a feature where the user can create an account, and submit personal info? 5. Will your app design provide a specific code for the app and when the user enters the code from another users account, the lost or stolen mobile device would get shut down automatically?
