Convert Screen Captures into HTML/CSS

Hi, In short: We are looking for an experienced and skillful provider that can convert the images we provide into html and css files. Details: We are a software development company and we are looking for an experienced and skillful provider that we can outsource our html/css tasks. As a trial, we are posting captures of two screens from a web site we like and we want them to be converted into html and CSS files. The important point is that we want clean and neat html pages that fully utilizes CSS (stylesheets). The design should allow us to implement our code on them without any difficulty. The image quality is not important so just cut them out from the images we've posted. Since we are working with ASP.NET, it will be a big plus, if you provide the pages as a master page and aspx pages that uses asp controls such as text boxes, listboxes, data grids etc. It would be another plus to use asp.net skins for the controls. We don’t want tables for the page layout but we want divs. We don't want each grid cell to be marked with a css style but only for the grid or grid rows . Or any other bad practice that can be done while designing an html/css. We will be testing the pages using different versions of Internet Explorer, Firefox and Chrome. This project is a trial project to find a good designer. So you can consider it as the start of a long business relationship.
